My post-apoplectic society meme

So it's end of the world. A nuclear Holocaust has devastated the world and you managed to survive the brunt of it. Congrats. But don't think this is the time to mess around. After you figured out what happened, get your bearings, and gather supplies, it's time you set out to find shelter and to start surviving the fallout. You find appropriate shelter, you start thinking that you are the last person alive and that staying alive is pointless. You almost commit suicide. However that's when other needy survivors start arriving at your settlement. You allow them to stay. Soon, more survivors arrive. Your little settlement, starts blooming into a small society and because of your survival skills and generosity, the people of your new society, make you their leader. It is at this moment that you need to consider how you are going to run your post-apoplectic society. Where is your society located? What are the traits and characteristics of your society? What are you going to call it? Who are you going to allow into your camp? What form of government will help you run it? What are the rules? How will you enforce them? If a survivor breaks a rule, what is the punishment? Will a survivor need to bring something before they get in? How will you deal with intruders and raiders? Will you go out of your way to find new survivors? These are only small examples of what you need to consider before colonizing. You probable have no idea how to even run a post-apoplectic society. This is what this meme is for. So when the time comes, you have a plan of how you are going to rebuild society.
